Costa Rica is an unusual country, that provides social services for its people.
Banking services do not blend well with this emphasis on social service.
This incompatibility is a problem here, as it is also has been in the United States.
I just finished reading about the Costa Rica Civil War in Wikipedia. I have also read somewhat about American Financial History - which resulted in the death of Alexander Hamilton.
And I have been trying to do my banking here, now that I am a resident, This has not worked well at all!
Costa Rica is not technically competent in many ways, including banking.
